Why is snooze nine minutes and not ten?

The interval comes from mechanical alarm clocks. The snooze gear had to mesh with the existing clock train, and the tooth count that fitted produced a gap just under ten minutes. Manufacturers standardised on nine, and Apple kept it when it built the iPhone clock.

Is nine minutes long enough for a nap?

It is long enough to be restorative and short enough to avoid sleep inertia. Naps under about ten minutes stay in light sleep, so you wake clear-headed. Past twenty minutes you start entering deeper stages and waking gets harder.
